St. Petersburg is buzzing with exciting news as a local developer plans to turn three empty lots into a gorgeous 17-unit townhome project right in the heart of the Harbordale neighborhood. This proposal, which has sparked chatter among the residents, is set to take place at 414 23rd Ave. S., conveniently located just 400 feet southwest of the beloved Chattaway restaurant, a local favorite since way back in 1933.
The development is backed by a company called Tin Man Real Estate LLC, led by Dr. Richard Wilkes, a locally based veterinarian and businessman. This partnership isn’t new to the area—just this February, Tin Man Real Estate purchased the 0.72-acre property for a whopping $1.4 million. Tin Man’s office is located at 2151 Central Avenue, which coincidentally is also where another company Dr. Wilkes manages, GW Land LLC, is based.
The developer is seeking a reduction in front yard setbacks from the typical 15 feet to just 5 feet. The reasoning behind this request highlights the peculiar shape of the property, its location, and some adjustments to the new right-of-way line. The planned development will have its eastern side facing the lively 4th Street corridor, making it an attractive addition to the neighborhood.
The area surrounding the development isn’t just about the proposed townhomes. Nearby, you’ll find cozy single-family homes, offices, apartments, and even a convenience store, creating a vibrant mix of living and business spaces. Moreover, just 500 feet north of the project site, a highly anticipated Pete’s Bagels Drive-Thru is in the works!
The design is being crafted by Bingham Architecture, based in Palm Harbor, and is expected to be called the “4th St Town Homes.” The development will consist of four chic three-story buildings, each soaring to a height of 36 feet. Each townhome will offer ample living space ranging between 1,689 and 1,856 square feet, catering to a variety of potential residents.
The proposal aims not only to boost the local housing market but also to create a more engaging environment within Harbordale. The developer believes these townhomes will help keep market values more affordable in the area, which is especially important to folks living in this community. Pedestrian-friendly surroundings are also part of the vision, promising to enhance interaction and engagement among residents.
Interestingly, there’s a deadline approaching that residents should note. A city sign recently announced that officials will approve the variance request unless a written appeal is submitted by 5 p.m. on February 18. The Development Review Commission is set to discuss this application on March 5, so there’s still time for community feedback and involvement!
This project is just one example of the growing trend of multifamily developments in South St. Pete. Recently, Stoneweg completed the mixed-income 330-unit Lake Maggiore Apartments nearby, and back in October 2022, they received approval for the mixed-use redevelopment of Coquina Key Plaza. While single-family homes still primarily populate the immediate vicinity, the community is evolving to accommodate more living options.
