Filling the Gaps
The TIP Lab isn’t just throwing numbers around but is committed to making a real social impact. The lab has been designated as Florida’s main statewide repository for all human trafficking data in 2023. With the help of Joan Reid, the lab’s director, and assistant director Shelly Wagers, a comprehensive needs assessment was conducted in various communities across the state. This study highlighted glaring gaps in both data collection and the support services available for trafficking victims.
To address these issues, the BRIGHT Network (Bridging Resources and Information Gaps in Human Trafficking) was set to launch in 2024. Before TIPSTR, each agency operated almost like a lone wolf, collecting data in isolation and often missing the big picture. TIPSTR is set to change that.

The collaboration with Allies Against Slavery enhances Florida’s trafficking data network, providing a more robust framework for addressing this pressing issue.
Recent Busts: Operation Forced Labor
During the operation, authorities arrested 29 individuals on charges related to prostitution and drugs, marking a substantial blow against human trafficking activities in the area. More importantly, four victims were rescued. The primary mission of “Operation Forced Labor” was to locate, recover, and stabilize victims of trafficking, reaffirming a compassionate approach even in the face of disturbing realities.
Cooperative Efforts
The operation involved an extensive collaboration among various police departments and even the Department of Homeland Security. Detectives took a proactive approach, utilizing known prostitution websites to conduct undercover operations—engaging with 33 individuals in the process.
In a positive twist to the narrative, the rescued victims were not charged with any offenses. Instead, they were offered a range of resources to help their transition back to safety, including monetary aid for essential needs like food and housing. The emphasis among law enforcement was on assisting victims with care and support.
